During their regularly scheduled meeting held on Tuesday, September 12, 2023, the Morgan’s Point Resort City Council unanimously approved an Interlocal Agreement with the Central Texas Council of Governments (CTCOG) for the provision of Interim City Manager services. Uryan Nelson, serving as the Planning and Regional Services Director for CTCOG and Director of the Killeen-Temple Metropolitan Organization, has been designated as the primary individual responsible for delivering these services.
Nelson boasts a strong academic background, holding a Bachelor of Arts in Homeland Security and Emergency Management from Ashford University and a Master of Public Administration from the University of Texas Rio Grande Valley. With a cumulative 28 years of experience in public safety, emergency management, and government planning, Nelson is well-prepared to fulfill this role.
Under the terms of the agreement, Nelson will dedicate eight hours per week to in-office duties, remaining accessible via phone and email throughout the remainder of the week. In the event of his unavailability, Jim Reed, the Executive Director of CTCOG, will serve as his replacement.
During the council meeting, Reed addressed council and attendees, expressing his commitment to ensuring a seamless transition and the uninterrupted provision of city services. He stated, “Thank you for the vote of confidence. We will be reaching out to [Assistant City Manager] Cary and scheduling a time to sit down with department heads and begin a transition, and we’ll hit the ground running.”
The City Council has postponed the determination of a hiring process for a new city manager to allow for further discussion and alignment of priorities.
